What are you attempting to communicate with?

GSM is a mobile phone protocol

RF are cards like ZigBee which set up a wireless serial data link with another ZigBee you have set up in range.

for gsm you would need to pay the fees for data and generally it will cost a lot more than a simple zigbee or similar set of devices.

If this is for a security system, what will you be doing for power?

If the battery dies, how do you determine it was through a battery going dead, or malicious activity?

What type of sensors will the wireless units be monitoring/reporting on?

How many remotes will there be, and how many sensors of what type will be wired directly to the base station, if any?

Do you have a protocol decided on?

Have you worked with alarm systems before? There's a great deal of "prison institutional knowledge" which criminals are aware of and most beginner designers are not.
