Generator Terminal Output Voltage Regulation Problem

Voltage does not want to regulate on cat 3516B generator when running on island mode in single run (by itself) when backing the entire system, but regulates when parallel with other units onload. Voltage tends to goes up when synchronised online and cannot regulate when tries to decrease its voltage. When increasing the load the voltage increases also and cannot regulate when tries to decrease when lowering the remote pot.
