I have a question here, how can i subtract two frequencies from one another, namely pulse frequency without using a PIC or microcontroller

Hello,

Have a look at a Double Balanced Mixer.
On the output there will be the sum and the difference of the frequencies.
A lowpass filter will give you the difference signal.

This only works for sine wave signals.
