Is it possible to test the Electrical Specifications of the FPGA. For example, I want to test the Electrical Specs of 40MX Family. I want to test out the VOH, VOL, ICCs etc. without programming the FPGA? or is it really required for me to create a program for the Electrical specs that I wanted to know. thank you for the help.

I know of no way to test the electrical specs of an FPGA without programming it. My lead asked that question just a few day ago. You need some function programmed in the device to test...

what would be a good suggestion of FPGA program that I could create to test those specs? I really need to test those electrical specs and I don't know where to start. Thanks for all the help!

Voh, Vol, Vih, Vil can be tested with any design. Icc is going to be tricky. It will depend on the amount of logic usage, frequency of transistion, temperature and other factors. You'll need to know the test conditions those parameters are tested under.
