The Spartan line is probably as good a place to start as any. You might give some thought as to whether you want to start out along the Xilinx road, the Altera road, or some other. You can always switch or add others later, but it is probably worthwhile to pick one and stick to it for a bit so that you can get through the learning curve of one design flow and toolset and then focus on learning to use the features available in the parts.

You might check out what is available from Digilent as they have a pretty good selection of development boards, primarily for Xilinx, most of which allow you to use the free WebPack tools.
