Sometimes items use a "floating" ground due to how they're connected to the power supply.

For example, a typical PC ATX-form factor power supply has no designated +7V output, although by connecting a component between the +5V and +12V outputs one can realize a 7V difference in potential. In this case, the +5V is now a "floating virtual ground" to the component. If you attempted to connect this "floating virtual ground" to chassis ground, you would place a direct short across the +5V supply.
