Im doing a project about this circuit and I got this diagram from online. Is the circuit correct? Cause when i do it practically it doesnt seem to work. And please help me with the way the circuit work? I dont quite understand it

What do you think the circuit is supposed to do, and what is it actually doing? "doesn't seem to work" is not enough information for an answer.
