Finding Electric Design Docs On PC Hardware

I was wondering since so many companies out their are making our RAM, Hard Drives, PSUs, PCI cards, and etc. Where do these places get proper documents for designing their devices without frying our motherboards? I've kinda caught myself wondering how SATA cable's communicate and maybe kinda make a test board that simulates SATA communication to maybe a hard drive or something home brewed.

Their must be some good source of information that explains the every little details about how these devices work communication to the motherboard, but I just don't know where to search. (It has accord to me Google exists, but I'm not sure if I'm using the proper keywords.)

in most cases, they will become members of the consortiums that manage the protocols of the connections. This provides them the complying documents, tests, and stamp of approval.
