Why the conductor sizes are termed in Sq.mm rather than diameter(in mm)?

Firstly because not all conductors are circular in section.
Secondly many conductors are not even a single wire they are made from several (even many) small wires. The 'Area' in this case is not the true cross section but an equivalent that is correct in electrical terms.
Finally what is the relationship between the resistance of a conductor and its dimensions?
Does area not play a vital part?
