Please can someone help me to produce a machine for printed circuit etching by mechanical means. The etching is done by removing the copper around the nets by computer-controlled milling machine.

Why would you want to do this? Looking into CNC machines would be the first step (http://buildyourcnc.com/default.aspx), but creating the software to go from a gerber file to a CNC machine would be a lot more difficult than simply printing out a mask and chemically etching the board.
