It can be both, The south is vast, lots of different dialects.
Some years ago, I was entertaining business representatives from Taiwan. I asked them if they wanted me to arrange some activities for a three day weekend. They said they had already made plans; they were going to the Grand Canyon on Saturday, Niagara Falls on Sunday, and Yellowstone on Monday, and they would see me at work on Tuesday. They seriously thought it was possible.

The US is a big country with lots of variety in people, dialects, and attitudes.

ETA: I forgot to say they were planning to drive their rental car. This is the same group that had a reservation at a Sheraton at Memphis International, and drove their car round and round all night of their arrival, but never go to the hotel. They could see the Sherator sign, but couldn't figure out how to get there.
