EMI filter

    Presumably you are not referring to the symbol marked F1 as an inductor - the fuse?

    Are you looking at the two winding unmarked component which is an inductive component - common mode choke?

    Why not purchase a filter off the shelf if you know what the spec would require.

    RXC1 & RXC2 are probably there to ensure there is no residual charge on the capacitor once the power is turned off.

    If you have a spec for the filter that would assist in the design process if you intend to go down that path. Also I suspect the design shown handles only conducted differential mode noise rather than including common mode noise reduction. But I'm not convinced of my reasoning.
