Electrical Planning Engineer - No Idea Where to Start

I need some help finding an Electrical Planning Engineer in the NY/NJ area for a client. Does anybody know of an organization, trade group where I can find this type of talent? See job description below. Any suggestions would be appreciated.


Transmission Planning - Computer Simulation 100kv and Up
Will consider those with distribution experience ISO or RTO experience
Electrical Engineering only
PSSE, NERC, NPCC, CERC

Idealy looking for those with 5-12 years of experience. But will consider recent grads Contractor Planning Engineer The successful candidate will assist in developing and proposing future transmission system upgrades required to
maintain bulk power system reliability for the short and long range planning horizons.

This position requires close interaction for coordination of future expansion plans with the PJM Regional Transmission Organization planning group.

Work function includes power system simulation studies,
determination of feasibility and scope for proposed direct generation and
merchant transmission interconnection and network enhancements as well as
baseline transmission expansion projects impacting the bulk power system.

The job function would include engineering analysis to evaluate the timing
of transmission reinforcements to ensure the reliability and economic
operation of the bulk power system, performing complex power system
engineering studies to determine the transmission system limitations
(thermal, voltage, short-circuit, and stability), operating capability and
performing short range planning analysis and analyze potential operating
limitations and develop operating procedures to guide the system
operators.

Qualifications: Bachelors degree in Electrical Engineering.
Requires working knowledge of power flow, short circuit and stability tools
Candidates for this position should have an understanding of NERC,
Reliability First, and PJM planning and operating criteria.

Candidates must also have a working experience with the
power flow tools such as generation dispatch, short circuit, load flow, stability and loss of load probabilistic
tools
