By whatever metric your using, the whole mission was a failure.

So... Iraq wasn't ejected from Kuwait?

 

The problem with Desert Storm was the U.S. didn't stop the war after Saddam Hussein was kicked out of Kuwait.

The U.S. continued with an occupation of Iraq in an unsuccessful attempt to overthrow him and also wage a political make over of the country. Hussein retained power as the leader until "Iraqi Freedom" was launched to get rid of him. However Iraq was/is a country that has to be managed by a dictatorship and Hussein was that dictator.

After he was out, the whole country turned into a volcanic pit and the U.S. is now stuck with managing an ultra-volatile nation and things are worse than ever before.
