e13007 grounding issue

Hello everyone, im a newbie for playing with stuff but i have a question. i building a simple 9v dc to 5v dc converter for my cell phone. the voltage reading is fine across circuit but when i connect the ground for the e13007 chip to the common ground of the circuit the voltage is non existent but if i measure the output of the regulator and touch the common ground with my multimeter the voltage is correct. it seems that the voltage is read correctly only when i use the multimeter as part of the circuit. any ideas, please i would appreciate it.

What is an E13007 and what circuit do you have it in? My search suggested it is a power transistor and not a regulator.

You might have toasted it by "grounding" it. Use a multimeter to check it.

You might want to let folks here know what you're trying to do, if you want their help.
