A correction of myself: The MOC 3043 is a zero crossing device. R12 does not control the time delay, but that information will be valuable in your future. It's the zero crossing circuit that controls the time delay, and it's supposed to be less than 5 volts when the little triac fires.

Meanwhile, the datasheet says not to use these for a 240 volt supply.
