Does current flows only on inner surface of the outer conductor of the coaxial cable?

    Hello.

    I've read some comments and article telling that current of outer conductor (shield) of the coaxial cable only flow on inner layer of the conductor (layer facing central conductor of the cable), rather than use of whole conductor.

    Is it really true? If so, how it is possible? what make it to be like that?
