Good Day!

I have a problem on what circuit I need to use for this timing diagram (attached file). I have read from some paper which uses a counter + decoder. Can I use a shift register? Or any other circuits you can suggest?

It might be interesting to have some idea of what the various signals were. I would guess a counter, though.

these signals are inputs to my cds circuit (CIS). but i need to generate these signals using 1 external clock signal of 6MHz.. i tried using counter then decoder. but i haven't tried using a shift register yet. i was kinda hoping there is a much simpler circuit structure
