dc power supply question

This is my first variable regulated v/a dc power supply. 0-30 v and 0-5amps. Digital meters and fine&course adjustments for both. Im not getting any readings on amps. Seeing how this shouldnt be a switched power supply I would think I wouldnt need a load to adjust amps. Question is shouldnt I be able to adjust amps before hooking anything up? Voltage readings are fine but I get nothing on the amp reading. The unit is brand new. I think its faulty.

No. Supply can be either voltage controlled or current controlled. To set voltage, leave open circuit and adjust. To set current, short it and adjust current. Think about it.
