im really new in elctronic, and im not very good in english. But i am very interested in electronics.
I am needed to build a circuit that can control dc motor speed level using push button.
What i do understand about dc motor is the speed can be controlled by adjusting the PWM. And one of the method is by adjusting the resistor at the astable circuit. But the task does not allow me to use any variable resistor or other ic except nand gate, counter and comparator.
My question is, does this circuit can be designed?

    any help is appreciated..

    Google DC Motor Control.
Depends also on the final application requirement.

Can we consider a 4017 as a counter,ie a Johnson ring counter. Each output could be connected to different V dividers, which are OR'd to the pos. input of a comparator, the neg. input is fed with a triagle V [ VVVV ]. A pushbutton would advance the 4017 count. A disadvantage would would be its only up count, reset & start over.
Or use up- down counter & decode the count.
A schematic of your PWM ckt might help.

Adding PWM by Sgt. Wookie as the example used above. Diode OR gate connects ref.
