    Hai

I need a DC -DC converter
input is from USB , 5V
    Output required , +12 V , GND, -12 V
    Does such DC-DC converter exist?
    What is isolated dc-dc converter?

    Thank you

What is your output current requirement?

You might get up to 500mA output @ 5v from a desktop computers' USB port; a laptop will have considerably less available (~250mA-300mA).
Converters might be around 85% efficient, so you might get up to ~88.5mA current from the +12v/-12v outputs.

You can purchase small pre-made DC-DC converter units at reasonable prices in the States; anywhere from ~$6 to $15 USD.

    For example, here's a 2W unit for $6.24: http://search.digikey.com/scripts/DkSearch/dksus.dll?Detail&name=102-2093-ND

A isolated DC/DC means the input and output of the converter are isolated from each other. There's no direct wired connection between them. The 5V and it's GND are isolated from the +/-12V and its GND by use of a transformer.
