I would like to know why you have 2 short the secondary terminals of a curent transformer before disconecting them

It is recommended that a CT not be operated with an open circuit secondary - if that's what you mean.

The problem is that there is the risk of getting a very high secondary output voltage in the open circuit secondary condition - which may be hazardous to personnel.

If a CT is in circuit (primary current flowing) but not connected to anything on the secondary side, then the recommended practice is shorting the secondary.
