Can someone please explain step by step how we get from step 1 to step 2? Do we just multiply the coefficients of each term and add whatever is in the argument together?

In effect yes, since delta is the shift operator.

    δ(n-a)(n-b) = δ(n-{a+b})

    also use δ(n) = δ(n-0)
