I am unable to locate the reason for the placement of R17-10M Ohms resistor in the circuit attached.

Can anyone give your inputs?

 

Can I use tantalum capacitors instead of ceramic? C1 and C3!

 

Hello,

C1 and C3 are electrolitic capacitors.
Tantalium could be used at those positions.
The resistor R17 is probably there for esd protection.

R17 will provide a permanent leak current to esd can not build up.
