This is more of a useful "rule of thumb",& is not, by any means,universally applied.

For instance,internally in a TV transmitter,PAL vision signals with video frequency components out to 5MHz are modulated on an IF carrier at 38.9MHz .
The signal is then up-converted to the required channel.
Even some of these transmitted channels do not comply,such as Australian Channel 0.
