Can anyone explain the basic steps to design a single stage amplifier circuit to produce a specific gain?

Lets say I want to design a common emitter amplifier that will amplify a 25m Vp-p input signal to again of -24, assuming that β = 160

What values should I choose for the resistors and capacitors?

Yep, sounds like a homework assignment. The link provided will show you everything you need to solve it.

    Good luck
