I'm trying to make this circuit for a final project and everytime I connect the battery, the first LED comes on and stays on. I'm using LMC555CN timers for IC1 and IC2. I'm also using 2N3904 transistors. I've double and triple checked the connections. I also switched around the 555 timers and double checked all the resistor and capacitor values. I'm still experiencing the same problem. And clapping has no effect on the circuit. Does anyone have any ideas?

I've also connected pin 13 of the 4017 to ground as other members have stated. Thanks in advance.
