cheap and best electrical fan regulator

    I'm afraid that the American inventor Gar Wood beat you to it by about 70 years or more when he invented a similar resistive control linked to a foot pedal to control the speed of golf carts.

    More modern methods are far more efficient.

    Best: Not by a long shot.

    Congratulations, you just invented a single variable resistor using a bazillion resistors.

    Most modern fans provide AC voltages to different taps on the motor, or for simple two-speed fans the full speed feeds AC in and the low speed uses a diode in series to feed in half-wave DC. You can also use a triac for continuously variable speed, or PWM for DC motors.

    You are correct.
    Gar Wood made his original fortune by inventing hydraulic coal loaders for rail cars, and later trash compactors used on trash collection trucks. The same basic idea is still in use today.
