Ceiling fan speed control

I have Harbor Breeze ceiling fan that will not turn off with the toggle switch, it also only operates on high speed, and reverse does work. It has a capacitor #C61 that I believe controls this function. Is anyone familiar with a capacitor that controls a/c motor speed and how to test it?
