i cant light a 1.5V bulb using an aluminum air cell even if i produced 2.3V (connected in series), each cell produced 1.3V

What is the voltage of your cells when you apply a load like your light bulb? I can't imagine this type of cell providing a great deal of power let alone enough to light the bulb. I could be wrong though.

 

I agree with BSomer; from the construction, it looks like the cell has a pretty high resistance.

From this line in the article: "nitial voltage came in about 1V but rapidly dropped into the expected range of 500-600 mV.", it looks like the output resistance is 8 to 10 Meg ohms.
