While searching for the optocoupler circuit 5v ttl to 24v ttl (PLC) in our forum I coudn"t find one.Can someone help me?

This is going to be a touchy circuit to build at best. I have no idea offhand whether you'll be able to accomplish that high of a slew rate at 24v.

Breadboarding is out of the question.

I need a light coupling element (Photo couple), its output can take DC24V, and the frequency to very high (5-10nS).

 

I believe that your expectations are quite unrealistic. Optos do not work at those frequencies -- period done full stop
