does anyone know what the amp output on a disposable Camera flash recharger Im afraid to measure it because I have no idea how large it is. Also is there a specific amount of amps a cap can handle during charging?

The charger current is in the milliamp range. The charging limitation on a cap depends on the type of capacitor. For electrolytics, the internal resistance is the main liniting factor. Too fast and the cap blows up. That's probably three orders of magnitude above the rate the disposable charger can supply.
