In order to do safety testing on a PCB, i have to bypass the multiplexer on the board by configuring the input from a I/O expander. Standard operation has high impedance input to the expander giving 3 HIGH Inputs to the multiplexer, 2 of which are address lines and the other is the enable line. My question is, in order to bypass the multiplexer is all i have to do is set the enable input LOW therefore negating the other two lines?

im unsure what you mean here, when you say bypassing the multiplexer.. which inputs are being bypassed? to where? i assume safety testing you mean shorting?
