Wich microcontroller did you have in mind?
There are PICs, AVRs and more.

Be specific for the type of mcu as Bertus said..

You can also google Programmer with the type of mcu.

 

It sounds to me like the OP wants to build one from an existing circuit design.

But, they do need to be more specific as far as what microcontroller they want to program.
