Might as well use a mcu.

Using a flashing LED as an example, use these rough values (you will have to find the nearest ‘common’ equivalent for like-components). With this you’ll have a positive output on [3] every 30~40 seconds which lasts for approx. 1 second. If you need ‘exactly’ one second; fine tune R4 with an adjustable resistor. If you want longer or shorter gaps between your pulse output‑signal tweak VR1. Hope it’s of help.
