It shows a stupid person raising his hand to touch a HV line on top of a train carriage and get killed instantly. Still burning as he fell. Really horrible to watch.

No. It would require very thick and good electrical insulation many many times the thickness than that of a rubber shoe can provide.

 

Here is a guy who is THAT confident in his knowledge of electricity. You wanna be like him before messing with high voltage stuff.
