Automatic tea steeper, concept talk through

Attached is my concept drawing. Idea is for the device to heat water to a predefined temperature, lower the tea into the water, time it, then remove the tea from the water.

I intend to house the entire thing in an old coffee maker, thus eliminating any need to deal with heating element safety or mains voltage outside of a relay.

Questions:

Microcontroller recommendations? Arduino?

Do I need anything particular to control the stepper motor? I've seen other microcontrollers that can handle the stepper motors themselves, but they ran off of the board voltage. Wet tea leaves are not light, so I anticipate needing 12v.
