    can we transfer(transmit and receive) data by the electrical network?

    Yes you can,

    You can find different devices in the market for it.

    You can transmit: audio, video, LAN (internet) and general digital signals.

    You can also find kits for making it (for audio and video, or simple digital signal transmission).

    One common example is the "X-10" family of controllers. A control module plugs into any outlet and the receiver module(s) plug into any other outlet(s).

    or those Ethernet adapters that run on electric wires, or automatic electric meter readings.

    people have been transmitting signals over electric wires for years.
