Arduino is an organization. IT IS NOT a component.

    Does OrCAD have ATmega328?

One may spend a lot of time web searching for an Orcad footprint library that meets some of you needs.

A far better approach is to learn how to create a footprint in Orcad so you get one that meets all of your needs.

    It's in the help files.

I think Arduino provides the footprint. I am not sure if the file they provide is compatible with OrCAD.

And I think you just may be done by now if you just create the footprint yourself.
