Adjustable Current Limiter using FPGA board

Hello all,

I have made an analog circuit to limit the current in a circuit and protect when an over current or short circuit occur, and now I'm trying to digitalis and improve my circuit with an adjustable current limiter and with an ADC instate of sensing circuit.
The input voltage range is 22 to 38 and I want to have at the output a minimum voltage drop and limit the current between 1.5 A and 5.5 A.
I want to use an FPGA board to read value from the ADC and control the Limiter.

The question is:
What limiter do you recommend ? (I don't have any idea)
If a short circuit occur is better to use a relay?
