My board has a Xilinx's FPGA-spartan6 LX9.the vccint is 1.2V,the VCCO0~2 is 3.3V,the VCCAUX is 3.3V,and the VCCO3 is 1.8V.when I powered the 3.3V,that means the VCCO0~2 and VCCAUX is powered by the 3.3V,while there isn't voltage for the VCCINT and VCCO3 .But the network of 1.8V has about 130~140mV output,is this normal? If this phenomenon is abnormal,can you tell me the reason? many thanks
