a question in converting Excess-3 code to BCD code ,plz :)

I got this question in PM today, by the user petro:

I got the correct equation from which I can convert excess-3 to bcd code but in designing the circuit
what shall I do to put an indication led to operate when the code in the in put is not excess-3 .. how can I do that step ?
I 'd be very grateful if u told me ! :)
