What do you mean you need the circuit.

IMHO some one asking for a diagram is not capable of making anything that takes 600VDC and convert it to 28VDC @ 60Amps.

You are better of buying already made one such as in ur post #21.

Besides what diagram do you think you can make.

A linear supply will take lot of work but is doable but it will generate lots of heat.

A SMPS is what you need but I do not think you can make it as it is not of n00bs.
 
Ignore the circuit I told you about earlier. That was for low current. I had no idea you needed that high of Amps. Wow, that's enough current to weld with.

Look at the following site for a Low Voltage / High Amp approach. It is an inverter circuit, using an array of transistors to run a custom built CT Transformer. You would have to swap the transistors out for higher voltage values (his was set for 100V input).
