Hello i was wondering if anybody knows of an ic chip or has a circuit that could have 0-5v on the input and the voltage would control the output which would act like a potentiometer?

 

This circuit goes by different names:

transconductance amplifier
variable gain amplifier
analog multiplier

You can do this with a FET.
