If I'm using 1/2 of a 556 as a delay for my garage door alarm circuit, and I'm planning on using the unused pins for the other half as a timed reset for the entire circuit at a later date, can I let these float?(Pins 8-13) So I can build the vero board?

I haven't designed the reset part yet...

 

Same rules as any logic, ground the inputs. That would be pins 8, 10, and 12 on a 556, or pins 2, 4, and 6, depending on which side you use.
