we are always needing our fluke meter to source in a 4-20 ma signal for different applications while troubleshooting problems. we only have 1 meter. Is it possible someone could tell me how to turn a 24 vdc power supply into a variable 4-20 ma signal.

Perhaps a simple analog solution such as attached - conceptual only. Might need to be more complex to provide protection etc.

Do you need galvanic isolation?

What are your required specifications, such as maximum loop resistance etc?

Looks good! did you purchase the parts and build it yourself. if so do you have a parts list. I am not an electronics expert but, If I have part numbers and a print like you provided me I can build it. I guess not so much the individual components because they are on the print but, maybe a board # to build it on

You could also use a plain lab PS and put a resistor in series and possibly use the current limit set to a low value just for protection.
