I need a Transmitter & Receiver circuit which can use for broadcast DTMF signals over a certain frequency (eg. 27Mhz or 40Mhz) in FM Band. I have found good circuit which can use for same purpose. But it is hard to find FM RX module in my country.

Is your question for this forum or for that forum? Please post the image of your circuit locally. I don't intend to join that forum just to see your question here.

Can I use a FM Radio instead of FM RX?

    Hello,

An FM radio is a FM RX (RX stand for RECIEVER).
It may be nessasary to adapt the output levels of the reciever to the controller.
(this KT3170,Look in the datasheet for more info on this).
