Are you expecting to find a library that will work with a particular set of tools?
Depending on what you want to do you may find one. The result will probably be unmanufacturable.

You're not going to find any free 22nm design collateral. Even if you could find it, it's useless unless you send your design to a Foundry. All 22nm processes are different, so you need a contract with a particular Foundry to obtain access to their design collateral.
