sorry for the slow update guys, but it turns out im a big fat idiot.

when i said the signal would not go from 5V to 0V when the beam was broken i determined this by hooking up a multimeter to the output pin of the receiver as well as one going to ground. it should have been obvious that this break in the beam would only result in a very fast dip in the signal, so fast that the multimeter would not have enough time to react.

so upon hooking the receiver circuit to an oscilloscope,we could see that it did indeed dip from 5V to 0V :) we used this output as an input to a field programmable gate array and made a lap counter!
