12V Charger

I have 12volts DC battery charger. When I plug it into 110 house plug, I receive 12 volts with meter. HOWEVER as soon as I put a load to it or charge something, the voltage drops to 0, what problem would that be, and what part to replace?
110V > 12V

The question is very general in nature.

Generally speaking, it would be a problem with the charger, and the charger should be replaced.

Is it a car charger, a laptop charger, a wall wart?

Can you provide more details?

If the battery is completely dead, the charger may be smart enough to not try and charge it, or it would get burned up due to internal power dissipation.

I have a Schumacher 12v 1.5a battery maintainer that has this feature. If the battery is below about 7v, the maintainer won't try to charge it.
